Basic Policy on Customer Harassment

The Gion Kagai Art Museum is dedicated to introducing museum visitors to the intricate world of the Gion Kagai culture. To ensure your satisfaction, we respond to feedback, comments, and requests we receive with utmost sincerity.

On the other hand, we unfortunately experience rare instances where a very small number of visitors engage in disruptive behavior that constitutes customer harassment, such as violence, verbal abuse, or unreasonable demands.

We recognize that such disruptive behavior not only interferes with museum operations, but causes physical and mental distress to our employees, leading to the deterioration of a safe and comfortable working environment.

In accordance with the Guidelines on Preventing Customer Harassment1 established by the Ministry of Health, Labor and Welfare, we define customer harassment as outlined below. To respect the human rights of our employees and maintain a safe and comfortable working environment, we will firmly reject and take strict action against any of the following behavior.

Any customer complaints, language, or behavior that go beyond socially acceptable boundaries, infringe the dignity or integrity of our employees, or disrupt the smooth running of museum operations.

Examples of Behavior Deemed as Customer Harassment

  • Physical assault or injury
  • Intimidation, threats, shouting, verbal abuse, or menacing language or behavior
  • Unauthorized entry into restricted areas
  • Taking photos or recording videos in restricted areas or in a prohibited manner
  • Holding up employees for long periods, making persistent inquiries or demands regarding the same subject, or refusing to leave the premises
  • Sexual harassment, forcing personal contact, stalking, or covert photography of employees
  • Personal attacks, infringement of dignity, discriminatory remarks, or irrational demands toward employees
  • Publishing or posting content that defames employees or discloses their personal information on the internet or social media, or threatening to do so
  • Demanding excessive services that lack reasonable justification
  • Making unjustified demands for products, monetary compensation, apologies, or disciplinary action against employees

The examples listed above are for illustrative purposes and are not limited to these behaviors.

  • If a visitor engages in behavior deemed to be customer harassment, they may be asked to leave the premises.
  • If the visitor refuses to leave, or if the behavior is deemed as malicious or criminal, we will contact the police immediately.
  • Please be advised that we may take strict measures, including consulting with lawyers or other external experts and pursuing legal action.

While the vast majority of our visitors enjoy our facility without engaging in any of the above disruptive behavior, we will adhere to this policy in the unlikely case of customer harassment to ensure a safe and secure environment. We appreciate your understanding and cooperation in helping us maintain a welcoming space for all.
